Outside in California, the traffic was far also severe on the freeways in Los Angeles. So they had a nifty thought, they would constitute diamond Lanes, and only drivers that had two or more human beings in their automobile would be allowed to propel in them. The theory was that human beings would commence carpooling so they could employ the express lane and that would capture a large number of cars off the road, increasing traffic flow.
